all the lat. class posts are filled, and it is undesirable to divert these three vacant posts to other services, as it may be- - come necessary at any time to appropriate them to the purpose for which they were created.

Mr Tacchi is an efficient officer, whose

services I should be sorry to lose, and though I am unable at present to give him the promotion he seeks his cloime will not be overlooked.
